End of Cease FIre by TTP
During the month of November only, Tehrek-e-Taliban Pākistān has claimed more than 50 attacks against Pakistani security forces this month. Tehreek-e-Taliban Pakistan (TTP) Umar Media published an infographic featuring "operations" conducted in the month of November. The group claimed 59 attacks in total, with highest number in North Waziristan totalling to 16. Khyber Pukhtunkhwa Police has issued staggering statistics from last ten months in its latest handout to the media. The department has sustained 88 casualties while 109 of its personnel sustained injuries meaning that, on average, one policeman died every third day. During these ten months, 539 terrorists were apprehended while 141 died in encounters with Police out of which 42 had head money on them. Also since the official announcement by TTP the previous week, regarding the end of ceasefire, incidents of militancy have been reported from KPK and Balochistan claimed by TTP. As the banned group TTP has announced earlier that it will continue its war against the state, it also warned locals in Lakki Marwat against joining peace committees. The statement further reads that its fight is only with security forces not civilians. It threatens locals of dire consequences for choosing to join such committees. Plus most recently, Qari Amjid alias Mufti Mazahim The TTP deputy chief and head of the defence commission who announced the resumption of attacks against Pakistan has appeared on the U.S. State Department’s list of designated global terrorists. Apart from TTP other militants group like ISKP and militant groups in Balochistan have also been continuously involved in their propagandas and acts of terrorism. Regarding the anti militancy operation being carried out in Balochistan’s Kohlu district, Baloch Liberation Army (BLA) in a statement on 29th November has confirmed that it’s 8 fighters have been killed by the Pakistan army allegedly with the “Iranian Kamakazi drone” in the Siahkoh area of Kahan, Kohlu district, Balochistan. The terrorist neutralised in the operation in Kohlu are identified with the names of. .Gahmar Khan alias Gara, .Thal Khan alias Thallu, HameedBaloch alias Sado, Shadi Khan alias Kooda, Abu Bakr Baloch alias Rehan, Jameel alias Naadi, Kareem Khan alias Jamal, .Nusrat alias Asif. Among these 8, Gahmar Khan alias Gara was the senior most commander and part of BLA since 2007. All the killed militants were from BLA AZAD (alias used for spokesperson) group - non BRAS. Meanwhile, ISPR at that time said that the 9 militants were killed in an IBO. Apart from that, Daesh has also been reported as more active globally since it’s the new Head/Chief was nominated last week. ISPP and ISKP also pledged their loyalty to the new Chief (Abu Hussain al Hussaini) of the Central ISIS. In Pakistan, Wall chalking proclaiming “Daish has arrived” has appeared in Mathra area of Peshawar (reported on 1st December). The wall chalking of the Islamic State was on the walls of a few buildings on the road including a school. In addition, on 2nd December, Balochistan Police has issued a Red Alert over a suicide attack threat in Quetta. According to the threat notification by Police, ISIS (Daesh) prepared and penetrated 2 women suicide bombers to carry out Attacks in Quetta. ISKP also made an assassination attempt on Pakistani ambassador (who luckily survived) at Kabul on 1st December. On the same day ISKP published a video entirely dedicated to Pakistan. It harshly attacks Pakistani politicians, particularly criticising ex Prime Minister Imran Khan, and Pakistan's relations with neighbouring countries, including Russia and the US. It also mentions several current issues in Pakistan, such as falling economy, earthquakes, drone strikes. As ISKP usually does, Lal Masjid and Aafia Siddiqui are presented as example of Pakistan's behaviour towards mujahideen.
It ends by calling for more attacks in Pakistan. It should be noted that this is the first English video dedicated to Pakistan, as in the past anti-Pakistan propaganda has been mainly linked to anti-Taliban media content, mostly in Pashto, Farsi, and Urdu.
Moreover according to secret sources, MPA of KPK assembly who is also provincial general secretary of ANP (Awami National Party) Sardar Hussain Babak has been threatened directly by terrorists and a meeting has been held to target him. Their aim is to suppress the voices of peace.
Pakistani security forces are taking parallel counter measures by increasing the frequency and magnitude of intelligence based operations. Some acts of militancy and anti militancy reported during the last week are listed as following.
· On 28th November, in an incident during night time, three people belonging to Bannu district were abducted from a jewellery shop in Mir Ali Bazaar, North Waziristan, and were killed in the fields of Mir Ali during the night. Local Police has started the investigation.
· On 29th November, Pakistani security forces conducted an IBO to clear a hideout of terrorists in the Hoshab, district Kech, Balochistan. During the heavy exchange of fire 10 terrorists were killed while another one was apprehended in wounded condition. Those terrorist were reportedly involved in firing incidents against security forces as well as the attack on M-8 in general area of Hoshab last month.
· On 29th November, two CTD officials were injured when a detonator exploded while shifting to CTD complex Quetta Balochistan, injured have been identified as Havaldar Sakhi Dad & Amin.
· On 29th November, a police constable Sabit Shah was shot dead in Jamal Garhi, Mardan District of Khyber Pakhtunkhwa during morning time. Tehrik-e-Taliban Pakistan (TTP) has claimed the attack. However; Police said it was a matter of personal enmity.
· On 30th November, a suicide bomber struck a vehicle of the Balochistan Constabulary in Quetta. The personnel were being deployed in Kuchlak for the security of anti-polio staff. At least 5 persons one security official and pedestrians that include a school going child have died and 23 had been injured. The Tehrik-e-Taliban Pakistan in a statement sent to the media has claimed responsibility for the suicide bombing in Quetta’s Baleli area. In their detailed statement the TTP said that the current string of bombings and killings is to avenge the killing of their slain leader Omar Khalid Khorasani “who was killed during the cease fire”.
· On 30th November, One Frontier Corps personnel died while another sustained injuries when unknown assailants opened fire on them near Tank Adda on Circular Road in Dera Ismail Khan. Victims have been shifted to District Headquarters Hospital
· On 30th November, One soldier was shot dead while two other injured in a firing raid in Shewa area of North Waziristan tribal district. The attacker has also been killed in retaliatory firing. ISPR in a statement has confirmed the martyrdom of Havaldar Parosh of Pakistan army while the terrorist who opened fire was also killed.
· On 30th November, a religious cleric who was also a teacher of a seminary — Faiz-ul-Quran, has been shot dead in Hassan Khel area of Peshawar. The 68 year old cleric was on his way to offer prayers when he was gunned down.
· On 1st December, a convoy of Pakistani security forces came under attack after it left Army Public School (APS) Azam Warsak, Wana, South Waziristan. According to Police, the Officers in the convoy were leaving after attending an event at the school.
· On 1st December, an explosive device planted near the front gate of a polio programme officers house in Shahkas area of Khyber Tribal District resulted in damages to the building. Unknown militants have been demanding extortion from him. TTP are the main suspects as they have been involved in terrorist activities and threats against the polio campaigners.
· On 1st December, a police constable who was returning from duty has been shot dead by unidentified gunmen in Charsadda Districts Tangi area of Khyber Pakhtunkhwa, Pakistan. Police have begun a search operation following the incident.
· On 3rd December, an elite force police commando was shot dead, what officials believe was a sniper attack through night vision, in Katlang area of Mardan district of Khyber Pakhtunkhwa. He was on a rooftop of a police station when the incident took place. Tehrik-e-Taliban Pakistan (TTP) has claimed responsibility for this attack.
· On 2nd December, FIA’s Taftan circle arrested a human trafficker named Fayyaz Ahmed from Chaghi district. He was arrested on the complaints received to FIA by the victims. The arrested culprit was involved in conning people to take then across the Iranian border where he used to apprehend and torture them and demanded extortion money from their families. Fayyaz Ahmed has accepted the allegations on him during the initial investigation.
· On 3rd December, a police mobile van in Nowswhera Districts Akora Khattak area was attacked by armed militants. 3 policemen, including a head constable and their driver had been gunned down and rushed by Rescue 1122 service to the hospital where they were received dead.
· On 4th December, Security forces conducted an Intelligence Based Operation (IBO) in Damdail village of Dosalli, North Waziristan. A militant commander of Hafiz Gul Bahadar, Hafiz Khushali was killed. 6 soldiers were injured in the operation one of whom succumbed to injuries.
Analysis
Pakistan needs to cut the roots of terrorism from grass root level for which it has to focus the the core issues of why militancy and militants are created rather than focusing on how they are eliminated. The terrorist wings, their philosophy, their motives and actions, their donors and supporters; everything is known to the intelligence agencies so a National Action Plan which rigidly repents the national or international elements that are directly or indirectly involved in activities against Pakistan’s National interests needs to be dealt with strictly not only by the law enforcement agencies but the the whole society. For example if it is known that TTP terrorists are funded by India and it’s RAW, than strong counter measure policy should be adopted against not only them but also those insiders who favours the enemy.
